Blackstone, under the current circumstances, the tenant still has a legal obligation to pay as much rent as they can afford, if they don't then their legal obligation set down by the Government has been broken, & I would not hesitate to send them out on their proverbial ass.
There's an abundance of Government tax payer assistance for the renters !
No excuse for not paying the majority of weekly rent.
I have gone through HELL over the years trying to assist tenants, & in the end the majority walk all over you & unless you have actually ever been a landlord you would never be able to understand the stress & emotional hardship bad tenants can put you in & yes landlords also commit suicide when they feel there's no one to help.
