I do not belive that is the case. Bell Potter advises the PAR Board and it is the PAR Board's decision as to how the capital raising is done.
In this case Bell has recommended an Institutional placement to get it away quickly (and perhaps provide some of their good clients an allocation to a great company at a steep discount to even there own valuations prior to the current Covid issues) . Never for one minute would I be insinuating that investment bankers would want to feather their own nest !!!

Given the raft of good news that is comming over the next 9 months, and the fact that the Board already knew the positivity steming from the FDA meeting, would you not conclude that a capital raising at a price higher (after further positive news over the next 9 months) would be more advantageous and less dilutional to existing shareholders? Didnt sound like the FDA demanded a raising. Nope instead we offer it at a discount?

If you can get a capital raising away that quickly (as many currently are) that goes to show you there are plenty of instituional money managers only too willing to pounce on an opportunity like this and an investment banker needing his next commission cheque.

All of course my own opinions and no advice intended.
