I suggest that had these been Bush's actual words, they would have been plastered all over the media, world wide! It's hard to believe he said the earlier phrase (If you're not with us, you're against us") but the moment he said it, it was echoed throughout the world because of the extent of the arrogance shown by him and his admin. This new remark, too, would have made an equal if not greater impact, so I suggest, perhaps you've misheard a little.
