Apologies using “short term” was an injection of my philosophy here where I’d only trade this for short term ideas e.g. if I thought trump would try help the US players this week.

The logic still stands for long term buyers. I.e. only buy this if you think the spot price in the future exceeds the price of the futures contract price. E.g. right now Dec 2020 futures price of WTI is $33.95. If you think the WTI spot price will exceed $33.95 before the end of November then you’ll make money on this ETF buying it today.
