I dont know where the rules are written as I have tried, but could not find the source.
But I believe a substantial shareholder has 5 days to lodge once a change has taken place.
It is possible - if unlikely that if someone was accumulating a large holding of the company that this could be done via multiple accounts/companies, but if the entities are related, they are still supposed to notify.
Still not sure what is going on here.
