You may be correct but the 1,000,000 shares for sale on each step are meant to deter buyers and panic sellers --- this all into accumulating hands.
I may be wrong but if someone really wants to sell a million shares -- there are smarter ways to do it to get better money.
Funny too how these orders are pulled as soon as there is any action.
