ABB and SLC have different focuses.
SLC's main business is to connect DCs. So they'll connect as many DCs as they are able to profitably. The NBN retail business is just an extension of their core network.
ABB's main business is the NBN retail business. Their network builds are just a way for them to contain costs and have better control.
i.e.
SLC builds a network because that's what they're selling.
ABB builds a network because they need to use it to sell NBN services.
Ideally you'd have ABB use SLC for their backbone and transit
Then they can just focus on their retail operations.
