Cytokine storm is more of a catch all term for a type of dysregulated immune response, and there are different causes, different types (so many different types of cytokines involved, many different downstream cells involved depending on the tissue), and different consequences.
Again, I'm always wary about a therapy that is a magic bullet for many different types of complex conditions.
