The gov request is not even 1/2 of the expected cost. So it is very doubtful they are shafting OPR. Probably the oposite.
Have said to OPR the fed is handing out some cash. We want chinese money to get this done but if Rudd is handing out how much do you want. We will borrow some from them & give it to you to get started.
We don't know the terms yet either. Maybe the gov has to pay for something related to Oakajee. Might not be 100% OPR project in that the gov has to do some work to.
