The latest CR mentions potential scale back 'pro rata to shareholdings'. That reads to me like people will get a set percentage relative to their shareholdings rather than what CCP said last time, which was just that it may scale back at it's discretion without the pro rata line. I'm not sure though, they could do a flat approach again, and if they did that maybe around 50% of application accepted based on the turn out from the last CR and the now 30,000 limit.
