Thanks for highlighting this article @ywtoh. It contains a hyperlink that shows this project (which wasn't shown in the contract announcement) can be traced back to the Asian Development Bank (ADB). The ADB contracted Ramboll (a global consultancy company) to provide management support and advice to the Cambodian Ministry of Public Works and Transport. They were financed by the ADB to undertake three sanitation subprojects in the city of Siem Reap, as well as in the three towns Battambang, Kampong Cham and Sihanoukville (Fluence's contract win).

The source of the funds is shown below in this ADB report from November (US dollars):

imo it's a significant moment for MABR to be recognised and selected by Ramboll and used in this deployment. Ramboll are a truly global company with deep links. They have worked closely with the ADP to produce a number reports and manage projects, including Modeling urban low-carbon development in Xiangtan China and this work for Water Sensitive design in Vietnam:

They have also been selected to help design and run the 5-year program ASEAN Australia Smart Cities Trust Fund that was established by he Asian Development Bank (ADB) together with the Australian Department of Foreign Affairs and Trade (DFAT). The project will be focusing at seven sub-themes – Urban Resilience & Disaster Risk Management, Water, Waste & Sanitation, Mobility, Housing & Architecture, Inclusive and Equitable Growth, Personal Safety & Security and Education – hence supporting a large section of the United Nations Sustainable Development Goals.

It's estimated by the ADB that USD$1.7 tillion of annual investment is required for Asia to meet its demand for infrastructure. Some good friends to have in your corner, that's for sure.
