Fallacious!
Why would someone go into debt for something that is an uncertainty when they can just raise money instead. If it fails, they are in no worse a position than before they raised the money. If they had debt instead and it failed, they would be in a worse position.
A CR is the right move in this circumstance, and doing it now is appropriate and desirable.
