How much stock raised by BP on behalf of MSB over the years do you think has ended up in the hands of shorters covering their positions?
Unless the company expressly states where all the stock must go, it has no control nor any real idea of where the stock, over which it hasn't provided directive, ultimately ends up.
The way the investment banking system is configured sees to that.
