Unlike the MSB capital raising, in the case of the situation you referenced, small shareholders are included in the capital raising, and will therefore not be diluted by placements to a select few clients of the lead manager.
(And ps..... feel free to check out that particular company's trading update. )

I find very little irony in a company whose board of directors does not treat small shareholders with contempt and which delivers such stellar operational and financial performance year after year, yielding this sort of outcome:
