Authorities in Indonesia are refusing to allow the families of the Bali bombers access to their prison.
The brothers of the Bali bombers - Amrozi, Ali Ghufron, also known as Mukhlas, and Imam Samudra - arrived at the Cilacap port to find the gate locked and police refusing to let them travel across to the Nusakambangan prison.
Lawyers for the men have been negotiating with authorities to try to set up a last visit before the executions.
Police have now erected a razor wire barrier in case supporters of the Bali bombers try to protest at the port.
Meanwhile, Imam Samudra's brother accused Australians who want the bombers dead of discrimination.
He says the Bali nine drug smuggling ring should be executed first because their victims are a whole generation while the Bali bombs killed only 202 people.
And a brother of Amrozi and Mukhlas has lodged another appeal at Denpasar's District Court.
But a spokesman for Indonesia's Supreme Court says no more judicial reviews are possible and it will not postpone the executions.
