In some states in America debts are not collectable after about 3 years (I think Oklahoma is one). Not sure about the exact time limits or possible cap limits.The Yank debt collectors have a less than desirable means of causing the debt to be recognised afresh again and they describe this action as having the debt put-back. In other words it is a debt they have already bought and is uncollectable due to expiry of the time limit but they have managed to resurrect it by causing the debtor to officially agree he still owes it. That is my understanding of the term put-back in relation to debt.
