DH your are best to ask on the feedback froum as that is were the moderators can be contacted - I have copied and pasted a previous reply below from a moderator on the subject of suspensions and it does not sound good.

This is a good point. The name is somewhat historical - previously users were either active or suspended which covered both a temporary suspension (as you pointed out matching the normal use of the word) or permanently banned.

We now have "temporarily suspended" (and for language pedants out there we are aware of the tautology) where users are allowed back after a specified period of time and "suspended" which is (nearly always) permanent. Occasionally users are suspended pending confirmation of the situation and if we had it wrong, they are reactivated.

This is one of the many things we have on the list of things to improve with HotCopper, but smaller semantic tweaks like this, and more explanation for users often gets beaten out by new functionality and major improvements.
