Yeah I'm still wondering - the article said it was Brazilian exports.

In this link it gives monthly exports for April of 21 mt. (top graph - you need to click left of max to get the most recent 12 months. 21 isn't anywhere near the average of the last 5 years, but it is probably above the average for April's considering April 2019's issues. So maybe that was what they meant.
