Index inclusion is based on "free float" meaning shares that are considered locked up (e.g. founder's equity) don't count toward the market cap for size ranking. I think ecoool2 said that MSB has 85% free float in S&P's eyes, so you need to see where 85% of MSB's actual market cap places it.
