Yeah mate, it wasn't announced as being scaled back like that, but another share did an SPP a while ago and said that if oversubscribed they would consider increasing it beyond the original amount. It ended up being oversubscribed in a week so they released an ann and said that everyone that had applied to that date would get their full allocation, anyone after that would be scaled back.

Sorry mate, I reread your question and realised I didn't answer your actual question - definitely confusing about the cutoff date, but I think Trickiricki's got it right!
