Lappy, I would like to know what the head of the department said to his minister on the legalities of what they were going to embark on. Surely the head of the department must have known the legal consequences of what the minister wanted to do in this matter? One presumes it would be in writing, and most probably have input from other departments, not least from the solicitor general's department.
