Well the latest news in VN is that they are now allowing foreign experts, investors and skilled workers in - albeit they must complete 2 week quarantine. In other words this only applies to big companies like Samsung etc
I have a foreign friend who also lives here, he's married to a local and has kids, a house, temporary residence, everything is in VN. He left VN during the tet holiday and hasn't been able to return since...
So as for opening for Chinese tourism... I don't expect it anytime soon.
