There is a standard idiom when considering the appropriateness of a company's value: "past performance may not be indicative of future results".
Repeating that WEB share price is higher than pre-COVID probably means there is something that the market has factored in that you have not considered.

At the moment more people think it's worth buying that those who want to sell it which is why it's swinging upwards. If I was in your shoes I'd be trying to work out what it was that I am not getting to understand why there is an upswing contrary to my expectations
