I read it again, I'm pretty shaw I've got it now.

It's all to do with the moTOR ways. Things on the moTOR ways go ok until you get an influx of foreigners that should not be there, they come from boats and airplanes you see. To stop these foreigners being there the interceptors go after them and pull them up, now if there are a heap of foreigners there of course there is going to be a heap of interceptors as well. Now with all the interceptors pulling up all the foreigners this can choke things up. So what they have set out to do is stop the foreigners getting on the moTOR way in the first place thus elevating the problem before it starts. They have found the best way to do this is block them with a system of reflectors and hammers. They then found the best material to make these blockers and hammers out of was a metal and plastic laminate MPL.

Blocking is a tried a proven method of stopping things. Remember the emperor Narzie Goring, he built the great wall of china to keep the rabbits out and it worked a treat. But it did not keep the bats out because they could just fly over it. Then again the bats are completely off track as they have nothing to do with this thing anyway.
