If the purchase order is less than $500 (considered a marketable parcel) it is necessary to accept the BID price (here 17.5c). The OFFER price (18.0c) would be accepted if the transaction value is $500 or above.
This ‘orderly trading’ clause is in place to prevent small transactions being used to artificially push the price higher.
