"Discount rates vary according to the interest rate, the lower the interest rate the lower the risk free rate, and the lower the discount rate."
Risk free rate might have dropped (assuming US treasuries are indeed, risk free), but risk premium has certainly skyrocketed. So overall, discount rates have generally increased, a lot.
