No. Black people are convicted of 5 times as many crimes as whites. That’s kind of the point: under identical circumstances the white person is often let off with a warning where the black person gets the book thrown at them. See, for example, the young homeless black woman jailed for 5 years for falsifying her address so her child could go to school - a “crime” so common it’s almost a hobby amongst middle class white families. There is a clear pattern here built up over centuries, and it takes an astonishing level of wilful ignorance to avoid seeing it.
In this case, if the guy was white the cops would have readily accepted his offer to walk home - hell, they might have even offered him a ride. But because he was black they saw an easy addition to their arrest quotas.
