For what it's worth, I have friends living outside Australia and N.Z. who still received shares under similar circumstances. They live in Europe, G.B. & U.S.A.

A company named Ardea Resources (ARL) was a spin out (demerger) from Heron Resources and it was stipulated that overseas investors/holders outside Australia and New Zealand were inegible to receive free Ardea shares yet most of these acquaintances still received them.
Then, Ardea recently did a spin out of its N.S.W. tenements into a new company Godolphin Resources which listed 6 months ago and those same holders of Ardea shares also received free shares in GRL on a 1 for 5 basis.
I believe that depending on where and how and thru whom investors bought the stock has a fair bit to do with how they qualified.
If they bought them thru a bank or HSBC or similar it seems they still received the entitlements.
