I’m not aware of South African smelters/refiners importing and treating PGM conc (can you point me to any if there are?). Do these smelters even have spare capacity to treat the additional ni/PGM concentrates With their own production? With Sth African power situation (Among other issues) I’m not sure it is a smart move to be sending ni/PGM con there.
If they sell concentrates - the likely candidates are Jinchuan, Glencore’s Nickel smelter in Norway or Glencore/Vale smelters in Canada. The other option is as you say a hydromet process if the economics/met work line up.
