cityview: refinery decision, page-14

Once again I'm at a loss here. The refinery is going to cost over 1Bil. AHH thats a Bil. not a Mil. just for clarification.
We are currently trading at 1 cent and have around 200K in the bank, we have raised 42 mil. in the last 12 months and have zip income and bugger all to show for it and now the Joker wants to raise another 500mil shares at roughly another 1 cent and we are going to Nigeria where I must have recievd literally hundreds of offers regarding my share of a fleet of oil tankers to some lost loved Uncle that left me millions but hey in every deal they need my bank account to get it all out of the country. RIGHTY.
Now we are going to own a chunk of a 1 Bil. dollar oil refinery in downtown Nigeria, but the action does not end there we are also going to own another down the road that has double the capacity of the first one.

Why is it that CityView and Nigeria just have so much in common?

Why is the hair standing up so straight on the back of my neck right now?
