i don't get it - short selling?

This is the notice from ASIC 13 November 2008, with regards to Short Selling... in a nutshell


1. Lift the current ban on short selling of non-financial securities from opening of trading on 19 November 2008 but would continue the ban on covered short sales in financial securities.

2. The ban on short selling of financial securities being S&P/ASX 200 Financials (including Property Funds) plus Wesfarmers Limited, The Rock Building Society, Wide Bay Australia Ltd, Futuris, Calliden Group and it will remain in place until at least 27 January next year, while the ban on naked short selling indefinitely.

SO WHY ARE THE FOLLOWING ON THE SHORT SELL LIST?
