If, by "unprovoked" you are implying the request for an independent inquiry into the origins of COVID-19, was a "provocation", then you may possibly have a point; although, only from a China-centric perspective.
To be clear, I fully support an independent inquiry, but I think the undiplomatic, public, way in which our Government made our position known was ham-fisted, and lent itself to accusations of questionable motives.
If such a call was humbly requested via the diplomatic back channels, thereby avoiding publicly shaming China, then it's possible that the Chinese leadership would have been open to such a thing: After all, isn't everyone interested in finding out how COVID-19 came about?
I would like to think that the Australian Government would understand China better than that, but here we are.
Ditto, for China. The world does not yet jump to the bark of China. Not yet.
China would be wise not to get ahead of themselves.
