It's not misleading. They announce all of the changes well in advance. You can buy an index fund which makes all the changes for you automatically. Anyone can invest in the index and get the index returns on their investment.
That's why they invented index funds - to make it easy for anyone to invest in the index including all of the constituent stock changes.
