MS clearly reads CVI threads on HC. i.e.

* Making an announcement about the oil refinery, without any details being secured.


* What will the money from the rights issue be used for?

A couple of points:
* I find it interesting that the WHOLE of West Africa has the same requirement to notify the market of investment intention, prior to signing any agreements!!

* The refinery is going to be up and running in 18 months...2010. So CVI has the $1 billion financing in place already, just need to sign on the dotted line, after the rights issue!

MS is a serious creep!
