"Do you know whether the $25M proposed to be spent for the gold has some overlap with the plant refurbishment costs thereby bringing down our future refurbishment cost when PoN goes up?"

I'd say "no". Take a look at the breakdown of the proposed $25m capex spend on p.12. It all relates to new (or new to us) P&E relating to this gold tailings project at Windarra (18km NE of Laverton). The mooted refurbishment of BS (50km NNE of Kalgoorlie) is a different complex/site.

There was brief mention in the announcement of potentially re-purposing the processing equipment used in this project for possible future Ni tailings leaching processing at either Windarra and/or BS upon completion of this gold tailings project. If redeployed to BS, I'm guessing it might possibly be integrated into the existing BS processing facility to possibly further optimise Ni extraction (yield) before waste ends up in the tailings dam. That's really just a guess on how they might redeploy it at the BS complex down the track, but I think it's safe to say that it would only be considered to be a supplementary enhancement to the existing BS processing capacity, rather than a key component. Otherwise, such processing capacity would have (should have?) been shown in the BS Modified Process Flowsheet as part of the 2018 DFS for BS/SS (shown on p.3 - link).
