I believe there was a lot of euphoria that worked the price up to $4.14 recently and that is now working its way out somewhat.
Also, the other consideration is institutions and large players may not want to play the binary risk of the stock. What I mean by that is that if MSB (in the short term) announces a good result, the price will rocket. If it is a negative announcement, the price will plummet. Retail holders can play that risk but it doesn't look good on the books for institutions. The risk is asymmetric and in the positive meaning, there is more upside potential than downside but the institutions can't gamble or be seen to gamble on that even if the rewards are potentially large.
There may be only say a 10-20% chance of no success with the trial but, the institutions can't really take that risk.
In terms of timing, institutions could buy before they thought an announcement would come but, as an announcement is imminent it is time for them to leave the party.
I think the price will work its way back up again and after a positive announcement, they will all come piling back in.
