Sorry to pour cold water on this, but I don't think FLC is involved. I see Beijing Origin Water is involved. BOW has their own MBR product that they will naturally promote.
The SOEs who will align with FLC and use MABRs are usually ones who want apply technology to get ahead and without their own stable of products to push. BOW is a behemoth and nationalistic. No foreign parties involvement if they can help it. This re-enforces why 3 Gorges is such a significant catch for FLC. They don't have the hang up BOW has. They just want to get ahead with the best possible means, including MABR.
