In terms of government Collaborative Research projects and funding. The funding is not linked to outcomes, its linked to the project and its completion. This is the same parameters as most other government projects. The completion date is on the Collaborative Research webpage and has been for months.
Should they have released results to market, before validating with a peer such as Swinburne, no. Peer review is standard practice in scientific research.
For some reasons this person has an issue with seeking further validation.
Duke has seen results and can see potential.
