abobo, I dont disagree with you that the order is disappointing but my read of maths behind the article are a little different to yours, I think.
According to the article Relenza comprises 1.35m courses of Japan's total 29.35m courses. This implies Relenza currently comprises 4.5% of the total stockpile.
Doubling the Japanese stockpile suggests the government will have to order another 29.35m courses, which would take the total stockpile to 58.7m courses. For Relenza to comprise 10% of the stockpile the government will need a total of 5.87m courses of Relenza. Subtracting the 1.35m courses already in the stockpile means the government will order 4.5m courses of Relenza - 4.5m courses equals about 15% of the total order. Still not a great percentage but more than 10% of the order.
