Yes everyone that's ever run a business knows no payment method is free but the marginal cost of cash is almost nothing. Once you're paying to have the cash processed any extra cash transaction costs almost nothing.

The cost of debit cards is 0.5-1% and credit cards 1-2%. Plenty of places charge a card surcharge. Of course some places will charge a surcharge if allowed to with afterpay costing 3-7%. The retail associations aren't pushing this for no reason. Thinking nobody will add a surcharge if allowed is utterly delusional. And you can guarantee the results will be watched closely. If it works most merchants will be charging a surcharge within 18 months. If it doesn't then we're back to where we started and it's a non issue.
