Just a quick reply...Access Point may mean a drainage point in the property. Need to search all the council plans. They will show easement, sewage and storm drain pipes underground, power towers, etc. All these may mean you can't build or plant over, next to, or blocking access to them and you may lose portion of the property which may mean a major portion in some cases.
