Yes ... Imo, it's like advertising a "closing down" sale. They should have divested some WI immediately when experiencing problems with getting a loan ... imo, that would have been as early as August, which is when they seem to have started sounding out the financiars ... I'm sure an announcement in November mentions receiving "significant" interest over the last three months ... left it too late imo ... and then they were had over a barrel because of imminent exploitation license expiry.
