Remember when the USA extended sympathetic hand to Cuban refugees. Castro rounded up as many loobs and criminals as possible, and steered them into the welcoming arms of the USA. Castro also encouraged LBGT folk to flee Cuba.
I am unsure if the USA benefited by accepting those refugees, but I suspect that on balance the outcome was negative.
