Looks to me like we can see the vertical edge of the slab to the left of the fence wire.
Anyway, without knowing what the actual measurement of the overhang, and what the code says about that measurement, I feel that it is difficult to say how much of a problem this is.
In summary

2. The amount of overhang might not be important, but does highlight room for improvement in either the HX or the slab preparation.
