Unfortunately it is more systemic than that. WEB is currently experiencing a bank run. There is more people that wan't their money back than money WEB have at the moment.
By holding on to these refunds (given to them by airlines but rightly belongs to customers) it fluffs WEB YTD revenue. But there is no denying the negative free Cash Flow here...
