That's not my understanding at all. It is that it doesn't contain anything that is required to be tested beyond cosmetic requirements as it's natural.. this is an exemption!
It has still been treated in an accredited lab to kill COVID19 surrogate which is more rigorous than most other sanitizer
it there which kill 'germs and cooties'
