EU is plowing big money into green new deal and hydrogen. The steel pilot plants running now are proving effective. Current plans are for 2030 onwards for sectors "hard to decarbonise".

However...The Germans and others will push it so they can get the business of building the plants. Businesses will adopt ASAP to avoid lawsuits and consumer boycotts once first movers adopt.

With Biden now saying specifically he is targeting a rapid decarb of the auto industry among others- his plan is complete decarb by 2035 - pushing ahead of previous 2050 target (which was useless to prevent economic and societal collapse).
My belief is the EU will match this new 2035 agenda shortly - in part to boost economic activity out of covid depression - and in part the increasingly alarming data being released about global warming and resultant effects. The arctic circle has seen sustained 37 degrees over the last weeks with ice free summers forecasts moving rapidly forward. Runaway warming is here - the data will soon show it.
