Institutions can initiate and talk companies into capital raising. I believe they had been trying to get SDV to do a cap raise for quite some time to get some cheap shares however they waited until they believed the share price was a good value to raise cash at... better to raise this kind of money at 65c and not 35c way less dilution! There were plenty of companies that did a desperate cash raise at market low thank goodness SciDev have a good management
