Who can buy vouchers??? Are you going to give cash to people so they can buy vouchers.
Government currently transfers money direct into bank accounts. Very little cost to government to admin. If you start having to post vouchers to people imagine how much theft from letter boxes there would be. If they had to be collected from a outlet point again how many people required to admin. Proof of identity, signing for issue etc.
How would you admin such a system without consuming a large portion of the available $ that are destined for the intended?
