A major problem with vouchers is with where can you use them. In regional areas there are few large retailers and without competition the voucher holders can be obliged to deal with just one or two outlets who will usually see this as an opportunity for big price rip-offs.
This problem has arisen with the intervention and voucher system in the Northern Territory.
